What this value means
STAGED REDUCTION, CONFIRMED IN STATUTE: 32% → 31% for years of assessment commencing on or after 1 January 2024 → 30% for years of assessment commencing on or after 1 January 2025. The 30% leg is what is in force now; the same wording appears in the consolidated Income Tax Act that NamRA publishes on its own site (https://www.namra.org.na/documents/cms/uploaded/income-tax-act-24-of-1981-debf9c72ad.pdf, legislation as at 16 September 2024, Schedule 4 paragraph 3). Section 7(b) of Act 4 of 2024 sets the company commencement: the year of assessment commencing on or after 1 January 2024. DO NOT SERVE AS FACT — the widely reported further cut to 28% for FY2026/27 is a BUDGET PROPOSAL ONLY. It was announced in the 2025/26 and 2026/27 budget statements (the 2026/27 budget was tabled on 26 February 2026), together with a proposed 20% rate for qualifying SMEs and a proposed 10% dividend tax on resident shareholders 'effective January 2026'. None of these has been gazetted: no Income Tax Amendment Act after Act 4 of 2024 appears in the gazette record or on Parliament's bills list, and Schedule 4 still reads 30 cents with no 2026 leg. Until an amendment Act is promulgated, 30% is the rate. OTHER RATES IN THE SAME SCHEDULE (not this series): mining of a mineral other than diamonds, and services rendered in connection with such mining, 37.5 cents (para 3(1)(b)); mining of diamonds, and connected services, 50 cents plus a surcharge of 10% of the tax so determined (para 3(1)(c)); registered manufacturers 18 cents on manufacturing income for 10 years (para 3(2)) — but note the Income Tax Amendment Act 2 of 2020 (GG 7249) phases out the manufacturing and export-processing-zone incentives, its section 2 coming into operation at the end of five years commencing 31 December 2020, so treat the 18% incentive as expiring and re-verify before quoting it. Petroleum income is taxed separately under the Petroleum (Taxation) Act 3 of 1991 and is out of scope here.
