What this value means

Mali has NO national policy rate of its own. Monetary policy is exercised for Mali by the BCEAO on a union-wide basis, so this value is by construction identical to Benin, Burkina Faso, Cote d'Ivoire, Guinea-Bissau, Niger, Senegal and Togo. On 4 March 2026 the Monetary Policy Committee cut rates by 25 basis points effective 16 March 2026: the taux minimum de soumission aux appels d'offres (main refinancing / liquidity-injection auctions) went from 3.25% to 3.00%, and the marginal lending window (guichet de pret marginal) from 5.25% to 5.00%. The required reserve ratio was left at 3.0%. RE-VERIFIED 2026-07-20 against the BCEAO CPM communique of 10 June 2026, which held all rates UNCHANGED (taux minimum de soumission 3.00%, guichet de pret marginal 5.00%, coefficient de reserves obligatoires 3%), and against the live auction notice of 8 June 2026 stating 'Le taux minimum de soumission aux appels d'offres hebdomadaire et mensuel est fixe a 3,0000%, principal taux directeur de la BCEAO.' No BCEAO decision after 10 June 2026 had been published as at 2026-07-20, so 3.00% effective 2026-03-16 remains the operative union rate - consistent with the Cote d'Ivoire and Senegal records. MEMBERSHIP CAVEAT, verified: Mali (with Burkina Faso and Niger) withdrew from ECOWAS/CEDEAO in January 2025 as part of the Alliance des Etats du Sahel (AES), but Mali REMAINED a member of UEMOA/UMOA and of the BCEAO and continues to use the XOF. ECOWAS and UEMOA are distinct organisations; the ECOWAS exit did not affect BCEAO monetary policy applicability to Mali. Access note: bceao.int is reachable and in French; the operative rate is published in per-auction PDF notices rather than a standing rate table, so re-verification should read the latest 'Avis d'appel d'offres' as well as the CPM communique.
