TEXT OF ARTICLE 1er, recovered on re-verification: 'Le salaire minimum interprofessionnel garanti (SMIG) pour les secteurs agricole et non agricole est fixe comme suit: A compter du 1er janvier 2015: taux horaire 201,92 F CFA; taux mensuel 35 000 F CFA. A compter du 1er janvier 2016: taux horaire 230,77 F CFA; taux mensuel 40 000 F CFA.' Two consequences that correct commonly-repeated errors. (a) NO SEPARATE AGRICULTURAL FLOOR: the decree fixes one and the same rate 'pour les secteurs agricole et non agricole'. Mali does not run a distinct, lower SMAG level alongside the SMIG in the way Senegal and some neighbours do - the 40,000 XOF/month floor applies to agricultural workers too. (b) THE HOURLY RATE IS STATUTORY, NOT DERIVED: 230,77 XOF/hour is stated in the decree itself; it is not an arithmetic back-out from a 40-hour week / 173.33-hour month (though it is consistent with a 2,080-hour year: 40 000 x 12 / 2 080 = 230,77). The decree expressly abrogates the previous instrument, Decret n deg 04-253/P-RM du 5 juillet 2004, and the rates 'prennent en compte toutes les augmentations legales anterieures, y compris l'indemnite speciale de solidarite'. The SMIG has NOT been revised since 1 January 2016, making this a decade-old floor at last_confirmed; targeted searching to 2026-07-20 found no 2025 or 2026 revising decree despite sustained trade-union pressure, and Malian secondary sources through 2026 continue to quote 40,000 XOF. Sectoral collective agreements (conventions collectives) set higher category minima above the SMIG in many industries; the SMIG is the absolute floor beneath which no formal-sector wage may lawfully fall (Code du Travail, as amended by Loi n deg 2017-021). Widely documented non-compliance in practice does not affect the legal value.
