This is Mali's OWN national IHPC from INSTAT Mali - it is NOT a UEMOA aggregate and NOT copied from a neighbouring member state, even though the methodology is harmonised across the eight UEMOA countries. RE-VERIFIED 2026-07-20 by re-downloading the June 2026 PDF and extracting its text layer: header row 'INDICE NATIONAL 10000 | juin-25 105,9 | mars-26 105,7 | avr-26 106,2 | mai-26 107,0 | juin-26 108,0 | dernier mois 1,0 | 3 derniers mois 2,2 | 12 derniers mois 2,0'. The headline value served here is the twelve-month variation (glissement annuel), 2.0%, and it is arithmetically consistent with the index levels (108,0/105,9 = +1.98%). The INSTAT homepage independently displays 'IHPC juin 2026: 108 / +1,0%'. Inflation has accelerated steadily through H1 2026 (0.6% in February to 2.0% in June), driven principally by food: the 'produits alimentaires et boissons non alcoolisees' division (weight 4464/10000) rose 3.7% year-on-year in June, and fresh leafy vegetables spiked +17.8% month-on-month; transport rose 10.6% year-on-year with diesel at +29.8%. Cereals remain in sharp deflation at -7.7% year-on-year, and information/communication fell -5.8%, partially offsetting. METHODOLOGY: INSTAT rebased the IHPC from base 2014 to BASE 2023 (all indices from January 2025 are on the renovated base) - weights derive from the harmonised household living-conditions survey EHCVM 2021, the reference population is all households resident on Malian territory, the basket covers 766 varieties tracked across 4,927 outlets with roughly 30,150 price quotations per month, and the index is a chained Young index aggregated from variety up to division. Series users comparing against pre-rebasing figures (base 2014 levels ran around 130-140) must account for the base change; at least one web aggregator was found in July 2026 still quoting base-2014-style levels for June 2026, which do not reconcile with INSTAT's own publication. ACCESS QUIRKS: instat-mali.org publishes each month as a separate PDF under a predictable path pattern (ihpcMMYY_pub.pdf, e.g. ihpc0626_pub.pdf for June 2026); the PDFs carry a text layer but generic HTML-to-markdown fetchers fail on them and return binary, so extraction requires a real PDF parser (pypdf worked).
