Angola minimum wage
Angola's statutory national minimum wage — the minimum monthly sum of pecuniary income payable to a worker, fixed by Presidential Decree under Artigo 241.º n.º 1 of the Lei Geral do Trabalho (Lei n.º 12/23, de 27 de Dezembro), after consideration by the Conselho Nacional de Concertação Social. Enforced by the Inspecção Geral do Trabalho under the Ministério da Administração Pública, Trabalho e Segurança Social (MAPTSS).

CORRECTION TO THE LAUNCHING BRIEF: Angola NO LONGER differentiates the minimum wage by economic-sector grouping. The commerce/extractive-industry, transport/services and agriculture bands came from Decreto Presidencial n.º 54/22, de 17 de Fevereiro, which Artigo 4.º of Decreto Presidencial n.º 152/24 EXPRESSLY REVOKED (and which also cancelled every sub-minimum authorisation granted under it). Since 16 Sep 2024 the structure is a single NATIONAL minimum applying uniformly across the whole territory and all sectors, with ONE lower tier by employer type, not by sector: (a) GENERAL — Kz 100,000.00/month, reached automatically on 16 Sep 2025, twelve months after the decree's entry into force (it was Kz 70,000.00/month transitionally from 16 Sep 2024 to 15 Sep 2025); (b) MICROEMPRESAS, EMPRESAS INICIANTES (startups) AND DOMESTIC WORKERS — Kz 50,000.00/month, unchanged by the step-up and still Kz 50,000 as at confirmation. The MAPTSS guide adds that whatever the tier, BASE salary may never be below Kz 50,000. The figure is defined as 'a soma mínima dos rendimentos pecuniários' — the minimum total monthly cash remuneration (base pay plus supplements, subsidies and other work income), not base pay alone, precisely because base pay is often a small share of Angolan packages. Artigo 2.º allows collective agreements to set HIGHER minimums by industry, sector or economic grouping (deposited and registered with MAPTSS). Artigo 3.º allows firms without the financial capacity to pay the SMN to apply to MAPTSS for temporary authorisation to pay below it, for a maximum of 24 months from the decree's entry into force. The decree was corrected by Rectificação n.º 5/24, de 12 de Setembro. Social-security contributions on the SMN: 3% employee / 8% employer generally, 2% / 6% for domestic workers; the SMN itself is below the IRT exemption threshold of Kz 70,000/month, so a minimum-wage worker at the Kz 50,000 tier pays no IRT while one at Kz 100,000 does. No further decree had been issued as at 24 Jul 2026; the next revision is expected to come from the Conselho Nacional de Concertação Social process rather than on a fixed annual calendar. ACCESS NOTE: maptss.gov.ao serves an empty document body to non-JS fetches for its /legislacao-* pages (both plain fetch and headless browser returned a blank <body>), and the ministry has no machine-readable minimum-wage page — the GTEESMN/MAPTSS guide PDF linked above is the only reliably fetchable official artefact.
