MATRIX JURISDICTION. Decret n°2023/00338/PM of 21 March 2023, article 1, fixes THREE distinct SMIG figures applying throughout the national territory, with effect 'a compter de la date de signature du present decret' (21 March 2023): (a) 41,875 XAF/month for State employees governed by the Labour Code; (b) 45,000 XAF/month for the agricultural sector and assimilated activities; (c) 60,000 XAF/month for all other sectors. Tier (a) was subsequently raised to 43,969 XAF/month by Decret n°2024/0168/PM du 23 fevrier 2024 (article 1), which abrogates the contrary provisions of the 2023 decree for that category only; tiers (b) and (c) are unchanged. The value served here is 45,000 XAF/month, the lowest floor that binds a PRIVATE employer. The absolute lowest floor in force is 43,969 XAF/month, but it applies only where the State is the employer (agents de l'Etat relevant du Code du Travail) and is therefore not a general labour-market floor. The widely quoted headline 'Cameroon minimum wage 60,000 FCFA' is tier (c) and applies to non-agricultural private employment. The 2023 decree expressly abrogated Decret n°2014/2217/PM du 24 juillet 2014, under which a single SMIG of 36,270 XAF/month applied; 2023 was the first time Cameroon split the SMIG by sector. Amounts are gross monthly, XAF (Central African CFA franc), pegged to the euro at 655.957 XAF = 1 EUR. ACCESS QUIRK: spm.gov.cm serves the decrees as low-quality scanned PDFs behind a Drupal query-string URL; the OCR of the 2023 decree renders '60.000' as 'GO.QQO' and the signature date as '21 HARS2023' - figures were read against the surrounding legible French text.
