The enabling framework is verified from primary text: Article 240 of the Labour Code (Loi n°09.004 of 29 January 2009), loaded in full, provides that the SMIG and the SMAG (salaire minimum agricole garanti) are fixed by arretes of the Minister in charge of Labour taken after the opinion of the Conseil National Permanent du Travail. The RATE itself, 29,000 XAF/month, comes from Decret n°21.349 du 31 decembre 2021 signed by President Touadera, which raised the SMIG from 18,850 XAF/month (a level unchanged since the early 1990s) and set the SMAG at 1,000 XAF/day (from 300 XAF/day). The text of that decree is not published on any Central African government site, on ILO NATLEX, or in any accessible gazette - it is attested only by Central African media reporting and by trade-union statements, so per this product's rule it is named as the instrument but its number/date should be treated as unconfirmed. Note the constitutional oddity, which is itself a live risk: the Labour Code assigns SMIG-setting to a ministerial arrete, but the 2021 revaluation was done by presidential decret. NO SUBSEQUENT REVISION was found for 2022-2026; the 70,400 XAF figure circulating in regional wage roundups is the Republic of the CONGO (Brazzaville) SMIG, not CAR, and must not be used here. Effective date is given as 1 January 2022 (the decree was signed 31 December 2021 and reported as taking effect for the 2022 pay year); the decree may state a different date. Enforcement is weak: Central African labour bodies report widespread non-application in the private sector. The SMAG (1,000 XAF/day, agricultural) is a separate, lower floor and is NOT served as the headline value; 29,000 XAF/month is the general non-agricultural floor.
