What this value means
Article 8(2): 'The rate of VAT shall be ... (b) in any other case 15 percent' (zero-rated supplies at 0%). The 15% standard rate is unchanged from the repealed VAT Proclamation No. 285/2002 — Proclamation No. 1341/2024 (published in the Federal Negarit Gazeta 21 Aug 2024, replacing the 2002 law) modernised the base rather than the rate: it extended VAT to cross-border digital / 'remote' services supplied by non-residents to Ethiopian consumers and reworked exemptions/zero-rating, further detailed in Council of Ministers VAT Regulation No. 570/2025. Registration threshold ETB 2m annual turnover. Official gazette text also mirrored at the Ministry of Finance PDF (mofed.gov.et .../vat_proclamation_no_1341-2016_with_annex.pdf), which was intermittently unreachable at verification time.
