What this value means

Niger remains in DEFLATION, but markedly less so: July 2026 index 103.3 against 105.4 in July 2025 = -2.0% y/y, up from -2.9% in June; month-on-month +1.2%, three-month +4.6%. READ THE RIGHT COLUMN: Tableau 1 prints four variation columns on the same row, and the 12-month MOVING AVERAGE for July is -7.6%, far from the -2.0% served here. This series serves the glissement annuel (the '1 an' column), the measure used for year-on-year inflation; the annual-average measure is the one against which the WAEMU 3% convergence ceiling is assessed, and it has been negative since July 2025. The narrowing is the 2024-25 food-price spike continuing to unwind from the base: cereals -14.4% y/y (12-month average -28.0%), food and non-alcoholic beverages -4.3%, education services -15.7%; offset by insurance and financial services +9.8% and meat +16.7%. This is Niger's OWN national IHPC compiled by INS Niger (777 products, ~31,132 monthly price records across 2,541 observation points in all 8 regions) — not a UEMOA aggregate. Methodology note: base 100=2023 replaced base 100=2014 in January 2025 (EHCVM 2021/22 weights, IMF CPI Manual 2020). Access quirk: bulletins are PDF-only at stat-niger.org, URL pattern IHPCB2023_{Mois}_2026_VF.pdf; the site index pages 404, so the pattern is the reliable route. UPDATE (ops reconfirm 2026-08-29): cited July 2026 PDF URL still returns application/pdf (~5.8MB); IHPCB2023_Aout_2026_VF.pdf is not published (HTML shell). No newer national bulletin than July 2026; served -2.0% y/y held.
