Democratic Republic of the Congo policy interest rate
Taux directeur de la Banque Centrale du Congo — the BCC's headline refinancing rate, set by the Comité de Politique Monétaire (CPM) chaired by the Governor. The CPM holds four ordinary sessions a year on a calendar the BCC publishes in advance (Calendrier des réunions du CPM), and can meet in extraordinary session; decisions are announced in a numbered Communiqué du Comité de Politique Monétaire signed by the Governor.

What this value means
Third cut of 2026 and the fifth step of the easing cycle that began in October 2025 (25.0 -> 17.5 -> 15.0 -> 13.5 -> 12.5). The brief that launched this file was right on direction: the DRC has been CUTTING, not raising, since Oct 2025, after 26 months parked at 25%. Same communiqué: facilité de prêt marginal 17.5% -> 16.5%; a new 252-day Bon BCC maturity introduced; coefficients de la réserve obligatoire held unchanged at 10.5% (demand) and 0.0% (term) for CDF deposits and 11.5% / 10.5% for FX deposits; deposit remuneration rates held. Macro backing cited: 2026 growth projected at 5.7% (same as 2025) against a 4.3% sub-Saharan average; Q2-2026 YoY inflation 2.9% (Q1 2.2%); cumulative inflation 4.8% at end-June against 2.3% at end-March, pushed up by pump fuel prices, logistics costs on imports and operator expectations; CDF 2,244.0/USD interbank and 2,328.62/USD parallel at end-June (+1.95% interbank appreciation, -0.83% parallel depreciation vs end-March); reserves USD 8,184.61m at end-June = 3.12 months of import cover; the CPM says the cut still leaves a comfortably positive real rate and expects the CDF to settle near 2,250.0/USD. Risks flagged: bank liquidity expansion from conflict-driven public spending in the East, back-to-school household spending, and imported-goods cost rises from global supply-chain disruption. NEXT MEETING: 8 October 2026. TRAP — DO NOT READ THE BCC HOMEPAGE WIDGET: on 24 July 2026, a week after this decision, the www.bcc.cd front page still displayed 'Taux directeur en vigueur depuis le 9/04/2026 ... 13,50%' with a marginal lending rate of 17.50%. The widget lags the communiqué by weeks; the signed communiqué PDF is the authority. ACCESS: www.bcc.cd intermittently refuses TLS connections from outside the DRC (ECONNREFUSED / ECONNRESET on 102.36.144.21) and succeeded only on retry; the bare host bcc.cd presents a certificate valid only for www.bcc.cd, so always use the www form.
