Salaire Minimum Interprofessionnel Garanti — the national statutory minimum wage for the 'travailleur manœuvre ordinaire', fixed by decree of the Prime Minister under Article 87 of the Code du travail (Loi n° 015/2002 du 16 octobre 2002, as amended by Loi n° 016/010 du 15 juillet 2016), after the Conseil National du Travail is heard. It is expressed as a DAILY rate in Congolese francs; weekly, monthly and annual equivalents are derived from it by fixed multipliers.

What this value means

THE FIGURE IS A DAILY RATE, NOT A MONTHLY ONE. Several write-ups — including at least one official-site summary — describe 21,500 FC as a monthly minimum wage; the decree says 'taux journalier'. Article 7 gives the conversion: the weekly, monthly and annual values of the SMIG, of the minimum family allowance and of the housing counter-value are obtained by multiplying the daily rate by 6, 26 and 312 respectively — so 129,000 CDF/week, 559,000 CDF/month and 6,708,000 CDF/year (about USD 249/month at the end-June 2026 interbank rate of 2,244 CDF/USD). Article 5: the minimum family allowance per child is 1/27th of the SMIG daily rate (column 19 of the table annexed to the decree), i.e. about 796.30 CDF per child per day. Article 6, read with Décret n° 25/21 du 30 mai 2025 (which fixes the METHOD for setting and adjusting the SMIG): the daily housing counter-value payable by the employer equals 1/5th of the daily family-allowance rate. Article 10 lets agro-industrial and pastoral sectors take specific measures under Article 91 of the Code du travail to ease the Article 3 phase-in. Article 9 bars any collective agreement from restricting individual acquired advantages. Article 11 abrogates Décret n° 18/017 du 22 mai 2018, the previous SMIG decree; the pre-2025 level is widely given as 7,075 CDF/day and is described as such by the Primature itself, but that amount was NOT verified against the 2018 decree text and is therefore not served as history. Article 12: in force on the date of signature, 30 May 2025. CONTESTED IMPLEMENTATION, NOT A CONTESTED FIGURE: employers (FEC) argued in January 2026 that they could not absorb the second step; the Prime Minister publicly refused any further deferral and referred the dispute to the Conseil National du Travail, which also has the agricultural SMAG and holiday questions on its agenda. As at 24 July 2026 no decree superseding 21,500 CDF/day had been enacted — do not serve any of the higher figures circulating in the CNT discussion.
