What this value means
THIS VALUE IS OVER TWO YEARS STALE AND THAT IS THE HONEST STATE OF THE SOURCE, NOT AN OVERSIGHT. Gabon's DGS has published NO IHPC bulletin for any 2026 period. Verified on 2026-07-20: the DGS price-statistics listing (5 paginated pages, every entry enumerated) ends at 'IHPC - Mars 2025'; there is nothing for April 2025 onward. Beyond that, the archive itself is broken - every listed bulletin links to /uploads/IHPC/... which returns HTTP 404 on the live host, and the same filenames under /uploads/ return HTTP 500, with the SINGLE exception of IHPC_Publication_janvier_2024.pdf, which is the only bulletin that actually downloads. Direct URL probes for avril_2025 through avril_2026 all 404. The Wayback Machine holds no IHPC PDF later than 2023 and no snapshot of the 2025 files. So January 2024 is the most recent DGS bulletin that can be retrieved and read at all, and its stated year-on-year figure is +2.3% (january 2024 vs january 2023). DO NOT CONFUSE MEASURES: the same bulletin also reports a 'taux d'inflation' of 3.4% for Jan-2024 - that is the 12-MONTH MOVING AVERAGE used for the CEMAC 3% convergence criterion, a different statistic from the 2.3% year-on-year change served here. No proxy, forecast or news-reported 2026 figure has been substituted. ACCESS QUIRKS: instatgabon.org presents a BROKEN TLS CHAIN - both WebFetch and curl fail with TLSV1_ALERT_INTERNAL_ERROR / schannel SEC_E_INTERNAL_ERROR, and the site is reachable only with certificate validation disabled; the site has also migrated to new.instatgabon.org, where the legacy /uploads/IHPC/ directory is not served; French-language, PDF-only.
