What this value means

STALE-BUT-IN-FORCE. Decreto 30/2016 extends Decreto 121/2011 and fixes the SMI at 117.304 francos cefas (XAF 117,304/month) 'para el trienio 2014/2016', entering into force 1 January 2016. Its stated reason is the global recession: the government elected to hold rather than raise the floor. Article 64 of Ley num. 10/2012, de 24 de diciembre, sobre la reforma del ordenamiento general de trabajo requires the government to revise the SMI every three years by decree after consulting employer and worker organisations, but NO revising decree has been issued or published since - the 2017-2019, 2020-2022 and 2023-2025 triennia all lapsed without a new instrument, and an independent search for any 2025 or 2026 revising decree returned nothing. The 2016 figure is therefore the operative floor as at 20 July 2026, more than ten years after it took effect. I verified the decree text from the official government press page (guineaecuatorialpress.com), which reproduces the decree verbatim including the recitals and the entry-into-force clause. TRAP CORRECTED: a widely circulated figure of 129,035 XAF/month is NOT the statutory SMI and could not be traced to any decree; it appears to derive from wage-comparison sites applying a job-category coefficient to the 117,304 base. The SMI is a base against which each labour category's coefficient is multiplied, so most formal employees are contractually paid well above it. Note the arithmetic that makes the income-tax threshold nearly a nullity: 117,304 x 12 = 1,407,648 XAF/year, only 7,648 XAF above the 1,400,000 XAF income-tax exemption.
