Mozambique minimum wage
Mozambique has NO single national minimum wage. Minimum wages are fixed SECTOR BY SECTOR by joint Diplomas Ministeriais of the Ministers of Economy and Finance, of Labour and Social Security and of the relevant line ministry, after consulting the social partners in the Comissão Consultiva do Trabalho, under n.º 4 do artigo 117 da Lei n.º 13/2023, de 25 de Agosto (Lei do Trabalho) read with Diploma Ministerial n.º 161/2007, de 31 de Dezembro. There are 8 economic sectors, several split into sub-sectors, giving 13 distinct monthly figures.

What this value means
DO NOT INVENT A SINGLE NATIONAL FIGURE — there is none. The statutory floor a Mozambican worker is entitled to depends on which of the 8 sectors (13 rate lines, 18 rows including sector headers) the employer's activity falls into; sector membership is determined by the classification of economic activities in Decreto n.º 58/99, de 8 de Setembro and by the 'Processo de Fixação dos Salários Mínimos' document. Each Diploma Ministerial also states that employers MAY set higher minima, that wages for other professional categories are subject to collective bargaining, and that doubts are resolved by despacho of the Labour Minister. TIMING IS IRREGULAR, NOT RELIABLY 1 APRIL: recent effective dates were 1 Apr 2019, 1 Aug 2021, 1 Apr 2022, 1 Apr 2023, 1 Apr 2024 and then 1 JULY 2025 — the 2025 round slipped by three months. NO 2026 REVISION HAS BEEN PUBLISHED as of 24 July 2026: INSS's 'Salário Mínimo em vigor' page (a site that is otherwise actively maintained — its newsroom carries posts through March 2026) still shows the 1 July 2025 table as the one in force, and INSS's media library holds no newer table. If a 2026 adjustment is announced in press reports before INSS/the Boletim publishes it, DO NOT SERVE IT AS FACT. WORKED EXAMPLE OF THE MECHANISM (2024 round, fully readable): Diplomas Ministeriais n.º 30/2024 a 37/2024, de 22 de Maio, one per sector, published in Boletim da República n.º 99, I Série, 22 de Maio de 2024, each stating 'O presente Diploma produz efeitos a partir de 1 de Abril de 2024' — i.e. the diplomas are gazetted RETROACTIVELY, one to two months after the effective date, so a watcher must not conclude 'no change' merely because nothing has appeared by 1 April. ACCESS PROBLEMS: the Ministry of Labour's own site (mitess.gov.mz) did not resolve at confirmation; INSS's link to the 2025 gazette is BROKEN — it points at a developer's local filesystem path ('http://Users/bnhanjane/Downloads/BR_181_I_SERIE_2025.pdf') rather than a URL, and BR_181_I_SERIE_2025.pdf is not hosted anywhere on inss.gov.mz, so the 2025 diploma numbers could not be read; the 2024 gazette IS hosted and readable at https://www.inss.gov.mz/wp-content/uploads/2024/05/BR_99_I_SERIE_2024_240523_185905.pdf.
