TWO STATUTORY CATEGORIES, independently re-confirmed at verification against the ILO NATLEX record for Decret 97-413 and Chadian employer guidance. Art. 1 (ferie et chome, UNPAID - no indemnity, and the employer may recover the lost hours, art. 6): 1 November, 28 November, 25 December, Easter Monday, Maouloud El Nebi, Aid El Fitr, Aid El Adha. Art. 2 (ferie, chome ET PAYE): 1 January, 1 May, 11 August, 1 December - plus 8 March, added by Decret n°273 du 7 mars 2019. SUBSTITUTION RULE: art. 2 final paragraph provides that when THESE (i.e. the art. 2 paid) holidays fall on a Sunday, the following Monday is ferie, chome et paye. Applied for 2026: 8 March 2026 is a Sunday, so Monday 9 March 2026 is included (this exact treatment was used in 2020, the last year 8 March fell on a Sunday). NO substitution is applied to 1 November 2026, which is also a Sunday, because All Saints' Day sits in the art. 1 unpaid category to which the substitution clause does not extend - this is a deliberate, statute-driven exclusion, not an omission. Every other 2026 date was checked against the calendar and none falls on a Sunday (1 Jan Thursday, 1 May Friday, 11 Aug Tuesday, 1 Dec Tuesday), so no other substitution arises. Easter Sunday 2026 is 5 April (Gregorian), hence Easter Monday 6 April. ISLAMIC DATES ARE PROVISIONAL: Aid El Fitr (~20 March), Aid El Adha (~27 May) and Maouloud (~25 August) 2026 are astronomical estimates; in Chad the actual day is proclaimed after local crescent sighting and commonly shifts by one day, and the government occasionally declares the following day off as well. HONESTY FLAG on the 2019 amendment: the primary text of Decret n°273 du 7 mars 2019 could NOT be retrieved (Legitchad/CEFOD offline, finances.gouv.td HTTP 500, dgi.td HTTP 403); its existence, number, date and effect (8 March becomes ferie, chome et paye) are corroborated by several independent Chadian outlets and by employer guidance, and 8 March has been observed as a public holiday every year since - it is included on that basis and this gap is disclosed rather than papered over. ACCESS QUIRK: the NATLEX PDF mirror above returned HTTP 403 to non-browser clients on re-verification; the NATLEX catalogue record remains reachable. Art. 4 empowers the President to declare an exceptional one-off holiday for a major event (e.g. 1-2 December 2024, 28 November 2025); such ad hoc days are NOT forecastable and are excluded. Art. 5 gives hourly/daily/piece-rate workers an indemnity equal to lost pay on paid holidays, and doubles pay for those who work them.
