What this value means

REFUSAL — the entitlement exists but the number does not. Chad's applicable Civil Code creates the right to moratory interest on money debts and then defers the rate to statute ('les intérêts fixés par la loi', art. 1153; 'l'intérêt légal est fixé par la loi', art. 1907), and no Chadian law, ordonnance, décret or arrêté fixing that rate is published. WHAT EXISTS, AND WHY NONE OF IT IS THE ANSWER: (1) OHADA — the Acte uniforme relatif au droit commercial général entitles an unpaid party to interest 'calculés au taux d'intérêt légal, applicable en matière commerciale', running from the mise en demeure (art. 263 of the original 1997 Act, renumbered by the revised Act adopted at Lomé on 15 December 2010 and commonly cited as art. 291). But OHADA does not define the rate; it points back to the national law Chad has not enacted. (2) CEMAC — Règlement n°04/19/CEMAC/UMAC/CM of 10 August 2020 governs the taux effectif global, the repression of usury and the publication of bank conditions. That is a CEILING on lending rates, not a statutory default rate, and it does not answer what a late-paying debtor owes. (3) BEAC — unlike the BCEAO, which publishes an annual taux d'intérêt légal table for the eight UMOA states, the BEAC publishes no legal interest rate for the six CEMAC states; its TIAO (4.50% since 29 June 2026, Décision N°01/CPM/2026) is a monetary policy rate. Practitioners across the CEMAC commonly argue the TIAO as the reference, but no Chadian instrument enacts it, and serving it as Chad's statutory rate would state as law what is only an argument. CAMEROON IS THE EXCEPTION, NOT THE RULE: it is the only CEMAC state that has legislated an express peg (loi n°2004/015 of 21 April 2004, capping the rate at the TIAO for the enforcement of judgments) — do not generalise that statute to Chad. In practice a Chadian creditor pleads a contractual rate, or asks the court to fix moratory damages; interest runs from the day of demand under art. 1153.
