What this value means
This is Togo's OWN national IHPC from INSEED - not a UEMOA aggregate and not a neighbour's series. July 2026: index level 106.7 on BASE 100 = 2023. Year-on-year (glissement annuel) versus July 2025: +1.6% - this is the value served, and INSEED states it in words as well as in the table. WHICH COLUMN: Tableau 1 prints three variation columns, '1 mois', '3 mois' and '12 mois'; the 12-month column is the glissement annuel and is the one served. Note that Niger's bulletin, from the same UEMOA methodology and with the same table name, carries a FOURTH column, 'Moyenne annuelle' - the 12-month moving average used for the UEMOA 3% convergence ceiling - which is a different number and is not what this series serves. ARITHMETIC CROSS-CHECKS done at verification, both from the table's own columns: July 2025 index 105.0, and 106.7/105.0 - 1 = +1.62%, which rounds to the served +1.6%; June 2026 index 106.2, and 106.7/106.2 - 1 = +0.47%, matching the table's '1 mois' figure of +0.5%. The rise from +0.1% in June is broad rather than one-off: Logement, eau, electricite, gaz et autres combustibles +5.8% y/y, Transport +5.3%, Restaurants et services d'hebergement +1.8%, Boissons alcoolisees et tabac +1.0%, Soins personnels +0.9%, Sante +0.8%, Produits alimentaires et boissons non alcoolisees +0.5%, offset by Loisirs, sport et culture -1.0% and Services d'enseignement -0.7%. Cereals remain sharply down at -19.1% y/y. Coverage is national, urban and rural, 810 products across 4,790 outlets and 29,200 monthly price observations, weights from EHCVM 2021. Access quirk: inseed.tg publishes bulletins as PDFs behind numeric /download/<id>/ paths with no stable index page, so the id changes every month and must be read from the site's publications list. Verified 2026-08-22: the July bulletin (download/7963) still carries INDICE GLOBAL 106,7 / +1,6% over 12 months. The August 2026 bulletin is expected ~mid-September under a NEW sequential /download/<id>/ path (July bulletin=7963, its communique=7966; ids are only discoverable from the homepage publications table - never guess them).
